Every bank has a notary public on staff. Some states require you to have a title notarized when signing it over, some don't. You can do it in any state however, even if it's not required by law to transfer title. The notary will be your legal witness that the title was signed over to the other person in the event that the other person tries to pull something stupid like wrecking the car without/before changing over the title at the DMV etc., and trying t! o pin the responsibility on you for damages or injuries.
